Modernization of driver licensing
ICBC is on a journey that will transform the driver licensing experience to meet the needs of customers today and in the future.
A key part of ICBC’s modernization journey focuses on making it easier for customers to access our services.
Modernization of driver licensing includes a number of initiatives that will be introduced over the coming months and years.
Introducing online knowledge testing
The first major initiative under modernization of driver licensing is the launch of online knowledge tests.
Starting June 9, 2026, customers can take knowledge tests for passenger vehicle and motorcycle licences (Class 5-8) online.
With the new online knowledge test option, customers who are over the age of 16 and a resident of B.C. will be able to take their knowledge test 24/7 in the comfort and privacy of their chosen location – no appointment needed.
Customers who choose to take their test online will need a quiet environment that is free from distractions, a desktop or laptop computer, a working webcam, mouse, and keyboard, and a stable internet connection.
In-person knowledge tests will still be offered at ICBC driver licensing offices (DLO), Service BC DLOs and driver licensing agent offices (DLA). To learn more about online knowledge tests, visit icbc.com/knowledgetest
Coming spring 2027 – Card online renewals and replacements
On February 19th, 2026, the provincial government introduced new enabling legislation to the Motor Vehicle Act. Once passed, it will allow ICBC to lay the groundwork for online renewals and replacements of B.C. driver’s licence, BC Services Card and/or BC Identification Card (BCID).
ICBC continues to work with government on additional regulatory changes to offer online renewals and replacements for the BC Drivers Licence, BC Services Card, and BC Identity card by spring 2027.
The card online renewal project is still in the early stages. At this time, there are no changes to Driver Licensing services, and card renewals will continue as usual. As planning moves forward, we will be sharing more updates.
