Personal care assistance providers
Do you provide homemaking or attendant care services to customers injured in a car crash? Here are a few things you should know.
ICBC Recovery Network
Personal Care Assistance Providers who are members of the ICBC Recovery Network are governed by the Health Care Services Terms and Personal Care Assistance Services program guide, which outline service expectations and requirements. Additional information is found in the FAQs for PCA Program providers.
Personal Care Assistance (PCA) Program
Being a participant in the program allows service providers to work together with ICBC to continuously improve service efficiency to our mutual customers and to:
Access higher rates for homemaking and attendant care services.
Engage in a direct billing relationship with ICBC for homemaking and attendant care services.
Obtain enhanced exposure for their services by being listed on ICBC’s PCA roster that features Approved PCA Program Providers.
To apply:
Register for a Bonfire account and log in.
Find the Personal Care Assistance project and click on 'View Opportunity'.
Review the Project Details and Mandatory Requirements.
Download and review all the Supporting Documents and complete the Mandatory Questionnaires, including the applicable Homemaking and/or Attendant Care Questionnaires.
Upload your completed supporting documentation and submit your application.
Note that applications that contain incomplete or inaccurate information will not be considered and may not receive a response from ICBC. ICBC will contact you once your application has been reviewed.
Rates and invoicing
Homemaking and attendant care services require prior funding authorization from an ICBC claim representative.
ICBC service expectations and policies for all PCA service providers supporting ICBC customers are set out in the Program Guide.
Note: ICBC pays for service time spent completing the homemaking or attendant care. Invoices are billed in increments of 15 minutes. ICBC does not pay for indirect time, travel, mileage, supplies or any other additional expenses.

Non-Program participants (not members of the ICBC Recovery Network)
The below applies for homemaking and/or attendant care service providers who are not part of the ICBC Recovery Network. ICBC will consider customer reimbursement in accordance with Insurance (Vehicle) Act and associated regulations.
