ICBC Recovery Network

Chiropractors who are members of the ICBC Recovery Network are governed by the Health Care Direct Billing Terms and Chiropractic program guide, which outline service expectations and reporting requirements. Additional information is found in the ICBC Recovery Network FAQ document.

Locum Practitioner Application Pilot

Effective August 1, 2026, ICBC is implementing a Locum Application Process Pilot to facilitate temporary, short-term coverage and direct billing for locums at Recovery Network clinics.

This pilot currently applies to physiotherapy and chiropractic practitioners. To be eligible for the locum process, the requesting clinic must be an approved Recovery Network clinic. While locum practitioners do not need to be Recovery Network members to apply, requirements and processes will vary based on their status. Locum coverage is intended for short-term needs, with approvals of up to 30 days for a single practitioner or up to 90 days when covering multiple practitioners.

To get started, the requesting clinic must email [email protected] and include their vendor number, locum practitioner’s legal first name, legal last name, provider type (i.e., physiotherapist or chiropractor), and practitioner license number. Once your application has been submitted, ICBC will provide further instructions within 5 business days.

Invoicing and reporting

Chiropractors who are part of the ICBC Recovery Network may use the Health Care Provider Invoicing and Reporting (HCPIR) application or the Health Care Provider Portal (HCPP) to submit invoices and reports​ directly to ICBC.​

Chiropractors who are not part of the ICBC Recovery Network must invoice the customer directly for approved treatments. ICBC will consider customer reimbursement in accordance with the Insurance (Vehicle) Act and associated Regulations. ICBC fees for treatment are outlined in the ICBC Fee Schedule for Health Care Providers. Treatment guidelines​

Chiropractors are expected to assess patients and determine their treatment plans in accordance with College practice standards, using evidence-informed practice when establishing a diagnosis and providing treatments.

Clinical records​

ICBC may request chiropractors to provide clinical records. Written patient consent is required.​
