Towing program

ICBC is introducing a new towing program as the next phase in modernizing how we work with our towing and storage suppliers. The program establishes updated processes and clear service expectations, supported by digital tools for dispatch, photo capture, and invoicing.

You can review the new Towing and Storage Program Guide, and accompanying Material Damage direct billing terms here:

Planned launch: October 2026

The program will introduce Tow Suite – delivered in partnership with IAA (Impact Auto Auctions), a leading provider of towing and vehicle management technology. Tow Suite is designed to provide one connected solution for managing tow assignments, from dispatch to completion, streamlining processes and improving your overall experience.

  • Tow App – a feature-rich mobile application (iOS & Android) built for tow drivers that enables drivers and managers to streamline jobs and assignments in real time from any location.

  • Tow Console – a web-based desktop tool for dispatchers and managers that provides full visibility, reporting, and control over all tow operations.

How work will be different

Dispatch

  • Receive tow requests directly in the Tow App

  • Status updates are automatic

  • Fewer phone calls and manual tracking

Photos

  • Capture and upload photos in the Tow App

  • No emails required

Invoicing

  • Submit invoices directly through Tow Console

  • Track invoice status in real-time

  • Will reduce the need to follow up by phone or email

Why this change?

Tow Suite provides real-time visibility into invoice status, helping to reduce the need for follow-up calls or emails. Digital dispatching and photo requests will minimize back-and-forth communication and improve overall efficiency.

Getting ready – August and September 2026

Resource materials, guides, and support – including videos and demos – will be available before and after launch to help you transition to the new program.

Join us on August 26 for an information webinar:

We’ve sent you an invitation for our August 26 information webinar. During this session, we'll demonstrate the new Tow App and Tow Console, review key process changes, and answer questions. If you haven't yet responded, please check your inbox and accept the invitation. If you haven’t received an invite, please email us at mailto:[email protected].

Training

Self-led instructional videos will be available in mid-September to help you get used to using Tow Suite.

Tow Suite Account

After attending the August 26 webinar, you'll have a better understanding of the roles involved in managing a Tow Suite account. We'll then ask you to provide the contact information for the individual who will serve as your company’s account administrator. That person will be assigned the Tow Manager role and will be able to create profiles for your drivers and dispatchers. Next steps and more details will be shared following the webinar.

Support before and after Tow Suite launch

Once Tow Suite is live, you will begin using Tow Suite for dispatch, photos, and invoicing, with specialized support available during the transition period.

After launch, support will be provided by a team of dedicated account managers and a clear list of contacts will be available. Watch this space for more information.

Look forward to receiving a new System Usage Allowance

To support the transition to the new Tow Suite system, ICBC will provide a system utilization allowance for towing and storage suppliers using Tow Suite. This allowance will be applied to the invoice once per claim, after all towing activities are completed within Tow Suite.

In addition, updates will be made to the Towing and Storage Rate Payment Schedule to simplify invoicing. We’ll share those details soon.
